About Punjabi University
Punjab Assembly established Punjabi University, Patiala under the Punjab Act No. 35 of 1961. Dr. S. Radhakrishnan, the then President of India laid foundation of Punjabi University on June 24, 1962. He preached, "The institutes of higher education share the burden of nation-building in a critically important sense. Our aim is a strong, free and democratic India where every citizen has an equal place and full opportunity of growth. In this task, a vast responsibility rests on our universities." Established on April 30, 1962 in the erstwhile princely state of Patiala with the main objective of furthering the cause of Punjabi language, art and literature, Punjabi University has since evolved into the largest University in the state. This is the second University in the world to be named after a language, the first being Hebrew University of Israel. Its vision is to establish and incorporate a University for the advancement of Punjabi studies and development of Punjabi language as a medium of instruction or otherwise for providing instruction in humanistic and scientific subjects and generally for the promotion of education and research. The University started working from its present lush green, pollution free, 316 acres campus since 1965.
Initially University’s jurisdiction area was fixed as the 16 km radius having only 9 colleges. In 1969, it grew into an affiliating university, with 43 colleges affiliated to it. Now the university caters to the educational needs of nine Districts of Punjab. Over the time since its inception, the University has evolved into a multi-faceted and multi-faculty educational institution for the promotion of higher education and research in Humanities, Arts, Sciences, Engineering Languages, Technology and many more. Spread over 600 acres of land, its 1500+ teachers are imparting instruction and guidance to nearly 14,000+ students in a multi-faceted, multi-pronged and multi-faculty environment comprising 70+ Teaching and Research Departments/Chairs on its Campus, 27 Regional Centre/ Neighbourhood Campuses/Constituent Colleges and 274 Colleges affiliated to it.

University Computer Centre
The University has set up a University Computer Centre. It was established in the year 1986 with the assistance of University Grants Commission. University Computer Centre (UCC) is taken as centralised resource facilitator for computerization with an aim to cater to the needs of the entire University. The principal objective of UCC is to provide readily available facilities of computer milieu to students, research scholars, teachers and employees of the University. Its associated objective is also to automate administrative and secretarial wings of the University. It is one among the best in the region in terms of infusing computing resources, campus wide networking and internet facility.
Some noticeable services delivered by UCC are:
- Internet Facility
- Extended Campus-wide networking
- e-Surveillance for the better security
- Use of advanced featured firewall for checking upon bandwidth abuse
- Allow Access to on-line journals, thesis and dissertation repositories in the Campus and NPTEL study material
- Wi-Fi hot spots in the main library, hostels and departments
- Video-conferencing facility for Viva-voce, Placement Interviews etc
- Implementation of ERP/ LMS and making provisions for Online Admissions with online payment of fees and integrating SMS facility for feedback
- University Website
- Breeding IT-savvy human resource and enriching technical competences
- Maintenance services and PC Cannibalisation
- High performance computing facilities
- Enterprising usage of open source software in the campus
UCC emerged as a pioneer podium in the state to extend campus wide Internet facility way back in the year 1996. It extended the facility through thick/ thin Ethernet now currently banking upon robust 20+ km of fibre optic backbone supported through 1 GB fibre/ 10 GB fibre links. The University has dedicated 155 Mbps bandwidth is made available under NKN-NMEICT project of MHRD. The University has subscribed for internet bandwidth under NKN/ NMEICT project of MHRD, India (Centre Government) being managed by NIC/ BSNL. The approvals for Phase II named DI2 (Digital India Info way) have already been initiated and it is hoped that the approvals will come through in time. Even if the approvals are delayed, the NKN connectivity is continuing to run as it is, till the next phase is approved. It is also informed that in DI2, the agency is in the process of expanding the NLD’s (National Long Distances) by on-boarding additional service providers with more stringent SLA's to ensure an almost 100% uptime of the last mile, thereby benefiting the user institutes. The bandwidth for Internet is 155 Mbps. The link being provided has 1 Gbps capacity. The higher demand for bandwidth is matched by providing extra bandwidth as per the formulated policy of the project. In the main campus, the facility has been extended to all the departments, administrative branches, hostels, research scholar flats and guesthouses through fiber links. As per policy, non-academic sites are disallowed using academic hours (10:00 am – 5:00 pm).
The University has about 1500+ nodes on its network. These are hooked to central backbone either through wired links/ Wi-Fi nodes. All the users in the University are authenticated through a Firewall. About 10,000+ users are registered to use the campus Internet facilities on average. On spot Registration of Guests to allow them to use Internet facilities is also provided. A modest video conferencing facility has been set up. Presently, it is on one to one communication. This facility is being intensively used for Online Examinations, PhD Registration and submission Viva-Voce, Interactive Lectures, Placement Interviews and Meetings.
The Campus Backbone is primarily being used to access On-line Journals, Library ERP, Net Surfing, Intranet Applications, Online Examinations, Placement of Students, Online Admissions, Hostel Administration and Surveillance. Now the Individual departments are making use of this facility for accessing online resources, electronic formats of theses and dissertations available in the repository of Shodhganga (Inflibnet-UGC), NPTEL study material and many more.
Presently, 350+ WAPs have been installed with thin and fat functionality in the Campus to set up Wi-Fi zones in all-important places as main library, hostels, guesthouses and departments in the University. Majority of the students bring their own devices to access the campus e-facilities. To ensure two level security mechanism, WAPs in the hostels are managed using controllers. University Computer Centre is working as Nodal Agency to implement e-Waste Management Rules Management and Handling Rules 2011 at University Level as per the standards laid down by Pollution Control Board; in endorsing Digital India Campaign; in implementing anti-plagiarism software in the University.
There is an escalating trend in research and educational practices using Machine Learning, Deep Learning, Advanced Data Processing, Data Science and other Artificial Intelligence (AI) subfields that are evolving at a fast pace in the faculties of Arts and Culture, Business Studies, Computing Sciences, Education and Information Science, Engineering, Languages, Life Sciences, Medicine, Physical Sciences, Social Sciences and Law. The current state-of-the-art in artificial intelligence is achieved through deep neural models. Deep neural networks are networks of artificial neurons which employ basic mathematical operations to jointly transform an input, e.g. text in language, into the text in another language carrying the same meaning as the input. The advantages of DL have been evident in many fields - machine translation, image recognition, audio recognition, voice synthesis, question answering and many others. State-of-the-art networks contain hundreds of thousands to millions of parameters that need to be updated at training time. The specifics of deep neural networks (DNN’s) training algorithm make the use of current CPUs impractical. To deal with this complexity, a graphics processing unit (GPU) is more suitable. This is due to the much larger number of cores in comparison to a CPU and substantial volume of dedicated memory. The University has set up a High Performance Computing Lab by installing five state of the art AI Servers (high-end, multi-GPU (graphics processing unit)) servers, accessible remotely and securely) in the University Computer Centre from the funding received under DST-PURSE project scheme. The aim is to provide new generations of students with access to modern facilities that allow them to gain up-to-date knowledge and progressive experience in the field of AI to a level that matches the requirements for current and future AI education. Furthermore, these servers are dedicated to the educational and research based needs of the students in courses taught within the University. The University Computer Centre compiles the list of FOSS and try to procure these from the Vendor (Supplier of Servers) or from the Web resources that are required for the purpose.
Now a day, the UCC promotes the use of FOSS applications that an office user needs for email, web browsing, pdf file viewing, video and music playback software as well as office programs including spreadsheet, word processing and presentation graphics. Today in the Campus, cloud services (e-office, IHRMS etc.), web calls and other social media applications are also often needed. It is preached that an old Windows laptop/ desktop with 2 GB of RAM and 40 GB hard drive and the free memory space in the working condition is enough to allow them to work gracefully in the office even today. We follow the development of Ubuntu and LinuxMint installing LibreOffice includes word processing, spreadsheet and presentation graphics, Document viewer for viewing and using PDF documents, Thunderbird for email, Firefox web browser, Chromium web browser (= Chrome), gThumb for organizing, editing and naming photos, Gimp for image processing, VLC Media Player for video + music, OpenShot for video editing, Skype for video calls, Dropbox for cloud services. Looking at the substantial cost savings in procuring proprietary software, OS, antivirus and costly computing hardware, the University Computer Centre has been entrusted with a special task to explore the usage of Linux Distros and applications that are freely available. Similarly, this type of setup allows C/ C++, Java, Python, R, MySql, LAMP based web applications that can easily be adopted in the departmental labs.
Research Centre for Punjabi Language Technology
The Research Centre for Punjabi Language Technology (Earlier known as Advanced Centre for Technical Development of Punjabi language, Literature and Culture) was established in 2004 with the aim of conducting research and development in linguistic and computational aspects of Punjabi Language as well as to spread the usage of Punjabi on computers and internet. It’s the only Centre in the world dedicated for Technical Development of Punjabi.
The Centre has been successful in bridging the script barrier between communities in South -eastAsia by developing transliteration software forPunjabi, Urdu and Sindhi languages. For the first time many language related software for Punjabi, Hindi, Urdu and Sindhi have been developed, including first word processor for Punjabi and Hindi and video lectures for Punjabi learning have been developed at the Centre. The Centre has been awarded three international research projects in open competitions, funded under PAN Asia Grants Singapore and ISIF grants Australia. Research and development projects worth crores of rupees have been executed by the centre.
The Media industry is witnessing a whopping 50% growth rate, while the Indian entertainment industry comprising mainly Television and Cinema is crossing Rs. 50,000 crore mark. With opportunities in the Print Media now having reached a saturation point as far as lucrative jobs for the students are concerned, Television channels on the other hand are mushrooming at an unprecedented pace without waiting for the apposite weather, with acute shortage of skilled Media professionals worrying the owners and producers in Television and Film industries, Advertising and PR Agencies. The digital industry is hungry for absorbing students possessing technical expertise and Cinema for actors, directors, lighting and sound designers along with line producers and marketing managers. Even as there is no dearth of job opportunities in these areas, the Centre too is not lagging behind in offering the required talent matching their demands.
Considering all this, Punjabi University took the initiative of setting up only-of-its-kind in the country an independent Centre for Advanced Media Studies (CAMS) to start new kinds of technical, professional, advanced and specialized courses to befittingly train students for a plethora of jobs awaiting them in the glamorous Television and Film worlds. The Centre now runs B.A.(Hon's) in TV and Film Production ; B.A.(Hons) Course in Journalism, Mass Communication and Media Technology, MA TV & Film Production and Ph.D. programmes.
Educational Multimedia Research Centre (EMRC)
